Exodus 35

One problem in mortality is that evil will ultimately rise to the top of whatever power structure is established.  In economic terms, those who gain the most advantage out of power are willing to spend the most to acquire that power.  Those who covet power are willing to lie and cheat and steal and put up with the political process in a way that those without the taste of controlling others would not.

It would seem, then, that humanity is destined to fail.  But that power structure is circumvented by the Lord's mechanism for providing wisdom.  The power held by the elites are constantly threatened by the innovations of the masses.  In that way, just enough turmoil in the system is created to prevent the evil at the head from becoming so firmly entrenched that it cannot be extracted (or, at least, that is the hope)
